Briefly, please tell us why you would like to receive an endorsement from the New York City District Council of Carpenters.2. Across the country there has been an increase in ‘Right to Work’ legislation, that, despite the misleading name, severely threatens people’s ability to fight for fair working conditions. The latest manifestation would prohibit unionized workers and their employers from voluntarily agreeing to “union security” provisions which allow the union to recover the costs of collective bargaining from all the workers that federal law requires the union to represent in the workplace. If elected, would you oppose all versions of ‘Right to Work’ legislation?3 . Since its inception, The Davis Bacon Act—which requires local prevailing wages on federally funded infrastructure projects—has helped provide fair wages and sustainable job opportunities to construction workers across the country. Despite this, anti-labor legislators have consistently tried to weaken Davis-Bacon requirements, putting millions of workers at risk. If elected, would you oppose any legislation that would either weaken or repeal the Davis-Bacon Act?*4. Our members depend on federal infrastructure projects for reliable jobs that provide prevailing wage, health benefits, and long-term employment opportunities. As seen with this year’s infrastructure package, the topic of increased spending on infrastructure projects is still controversial, despite the dire state of roads, bridges and other infrastructure across the nation. If elected, would you support increased spending for infrastructure projects both in New York and nationwide?*5. The NYCDCC represents Civil Service carpenters who work in city agencies including the New York City Housing Authority, which has been plagued by a lack of funding and a need for immediate capital repairs. The Rental Assistance Demonstration program and the increased reliance on private partnerships severely harmed our members employment opportunities and resulted in more workplace safety incidents than ever before. If elected, would you push for increased funding for NYCHA and a decrease in privatization?6. The NYCDCC’s highly trained Millwrights specialize in a multitude of precision-based tasks, and their expertise in skills such as the installation and maintenance of wind turbines, solar heating panels, and facilities for small hydro, modern biomass, geothermal, and biofuels give them a competitive advantage in the growing field of renewable energy infrastructure.If elected, would you support legislation that sets in place labor standards on renewable energy projects and green infrastructure? 7. A recent study commissioned by the United Brotherhood of Carpenters found instances of tax fraud on 12.4% to 20.5% of construction sites, affecting 1.3 to 2.16 million workers nationwide. Last year, tax fraud robbed workers of at least $811.1 million in overtime pay and offloaded approximately $3.5 billion of businesses’ employment taxes onto workers. The New York City District Council of Carpenters is committed to putting an end to this abusive practice. If elected, would you support additional funding for US Department of Labor Wage & Hour and IRS investigators?8. Part of why Tax Fraud has continued to thrive across the nation is to the rampant misclassification of workers. Unscrupulous employers gain an unfair bidding advantage of up to 30 percent by knowingly misclassifying workers as independent contractors, paying in cash off the books, and running other scams—often simultaneously. They skirt the requirements to pay workers’ compensation, unemployment insurance, basic payroll taxes, wages, and overtime. A) If elected, would you support legislation that makes the failure to properly classify an individual as an employee a violation of the FLSA?B) Additionally, would you support comprehensive immigration reform?9. The proposed Zero-Emission Nuclear Power Production Credit Act would create tax credits for electricity produced from nuclear power. Included in the bill are multiple policies that would help our Millwrights who work on such projects, including establishing Prevailing Wage requirements on qualifying projects, allowing the Department of Labor to recapture if Contractors fail to pay proper wages, and requiring a 15% apprenticeship mandate on all projects.
