THE SKYLINE OF NEW YORK CITY...

The Skyline of New York City is one of the most recognizable sites in the world, we all admire its beauty. While we may be amazed by its immensity and sheer grandeur, did you ever give any thought to the skilled dedicated construction workers who were and are responsible for shaping our skyline? Union carpentry contractors utilize highly trained, skilled carpenters, proud of their craft, who work with a strong regard for health and safety of all workers and the general public.

The Labor-Management Cooperation Trust Fund (L-M) was created to promote the use of union contractors and labor and increase our market share, therefore putting more union carpenters to work. The mandate is simple: examine sectors of the market where union contractors and labor are not being utilized, identify the core problems, and think of creative solutions to these problems and then implement them.

The first and largest sector of the market to be targeted is prevailing wage, public sector construction. Acting like independent general contractors, City and State agencies hand out thousands of construction subcontracts each year. Over the next decade, agencies such as: the School Construction Authority, the Dormitory Authority, the Housing Authority, the Housing Preservation and Development and the City’s Department of Design and Construction and Administrative services will spend billions of dollars on construction.

Many good union contractors refuse to bid on public sector work because of previous bad experiences and bureaucratic difficulties faced when dealing with the agencies in their role as general contractor. It is L-M’s task to smooth the process whereby our good contractors can bid this work on a level playing field with a minimum of bureaucratic difficulties.

To this end, L-M will be identifying public sector work opportunities and informing contractors through blast faxes about how to bid this work. We will be identifying contractors who are not paying prevailing wages and working to correct this serious inequity. Furthermore, L-M will work with our contractor associations and independent contractors to help level the playing field as we encourage our quality contractors to bid this work.
